(b) Testimonial from the Ch'u government or its subordin- ate organisation in whose area of jurisdiction the applicant now resides, certifying that he is an unemployment worker living in that district.

Organisations and their officials issuing testimonials shall be legally responsible for anything they certify and shall be answerable in law if any untruths are. discovered.

Article 13. Unemployed workers who have previously worked in several enterprises shall be registered in one place only.

Article 14. When applying for registration, the applicant shall fill up an unemployed worker's registration form.

Article 15. Applications for registration shall first be examined by trade union organisations in the various industrial and commercial enterprises. Those which are approved shall be entered in a list, and, together with relevant testimonials, shall be submitted through the industrial trade unions to the Trade Union Council for final examination.

Article 16. Unemployed workers whose applications for registr: tion have been approved by the Trade Union Council shall be given a registration card by the Relief Administration.

CHAPTER V.

"GIVING WORK IN LIEU OF RELIEF"

Article 17. The main scope of work given in lieu of relief shall include national engineering projects and municipal reconstruction work, such as river-dredging, dyke-repairing, tree-planting, rebuilding of wharves, clearing of drains and sewers, road-repairs, and the building of public parks.

Article 18. The "Work in Lieu of Relief" Section of the various Relief Administrations shall as sist the Municipal. Bureau of Reconstruction or Public Works in mapping out engineering projects in the light of actual circumstances, and in making an estimate of the manpower and funds required. When the projects and estimates have been approved by the Committee for the Relief of Unemployed Workers, they shall be submitted to the municipal government for ratification.

Article 19. Relief engineering

Relief engineering work shall be paid for from the relief funds of the Central or local People's government. The portion for wages shall not be less than 80% of the budget for a project. Materials and tools and implements shall not cost more than 20%. If they do exceed 20%, the sum in excess shall be paid out of municipal reconstruction funds.

Article 20. Manpower for relief engineering work shall be drawn from registered unemployed workers, who shall be mobilised by the Trade Union Council with the assistance of the Registra- tion Section of the Relief administration. Workers shall be organised into teams by the Registration Section and shall work. under the guidance of supervisors and technicians whose wages... ... Article 21. Wages for relief engineering work shall in general be paid on a piece-work basis. Before the rates of wages are fixed, workers shall temporarily be paid 3-5 catties of the local staple food per day. The rates shall be fixed not later than half a month after the work is started. On projects where a piece-work basis is not practicable, workers shall be paid
